UM, SO WE HAVE BEEN MEETING RECENTLY MORE OFTEN THAN AS USUAL, BUT NORMALLY I WOULD SAY MEETINGS HAPPEN ABOUT FOUR TIMES A YEAR.

THE ONLY THING THAT WOULD GET IN THE WAY THE MEETING DATE AND TIME IS FLEXIBLE EVEN.

AND IF YES, PLEASE DESCRIBE THE, THE SHORT ANSWER IS NO, BUT THE LONGER ANSWER IS, UM, WITH THE FIRE DEPARTMENT THAT I RETIRED FROM BEFORE I CAME TO SEDONA, WE HAD, UH, WE HAD A DEFINED CONTRIBUTION RETIREMENT SYSTEM AND WE TRANSITIONED TO A DEFINED BENEFIT SYSTEM THROUGH THE STATE.

AND, AND THAT TRANSITION WAS, WAS THE, THE MAJOR EXPERIENCE THAT I HAD WITH, UH, DEALING WITH RETIREMENT SYSTEMS AND PROGRAMS. UM, DONE A LITTLE BIT, AND IT'S A LITTLE, LITTLE EXTREME, BUT I'VE HAD SOME EXPERIENCE DEALING WITH THE PUBLIC SAFETY OFFICER BENEFIT PROGRAM THAT KIND OF PARALLELS THIS, UH, UH, PARTICULARLY THE LINE OF DEATH.

WELL, ONLY THE LINE OF DEATH, BUT, UH, UH, SO THAT'S MY EXPERIENCE.

WHEN, WHEN YOU SAY EXPERIENCE, WHAT, WHAT WAS YOUR EXPERIENCE? WHAT, WHAT DID YOU DO IN THOSE CAPACITIES? WELL, I WAS THE, THE OPERATIONS CHIEF.

UH, AND SO I HELPED, I WAS THE EDITOR FOR THE PAPERWORK, UH, FOR LACK OF, OF I THINK, UH, ONE OF OUR, OUR BOARD MEMBERS WERE, HAD AN INDEPENDENT BOARD, UH, AN INDEPENDENT FIRE DISTRICT.

AND, UH, ONE OF THEM IN FACT HAD, HE AND I HAD PREVIOUSLY WORKED TOGETHER AND WE, HE HEADED UP THE MAJORITY OF THE PROGRAM, BUT I ASSISTED HIM WITH EDITING AND, UH, POINTING OUT FINER POINTS OF THE LAW THAT WERE COMING ABOUT.

AND, UH, AND THEN HELPED SET UP AND RUN THE MEETINGS FOR A WHILE CUZ WE, WE HAD SOME NAYSAYERS FOR OPEN MEETINGS AND OPEN MEETING LAWS AND, AND IT'S REALLY VERY SIMPLE , BUT SOMETIMES I HAD TO URGE THEM TO REMEMBER WHAT THE RULES ARE AND, BUT, UH, AND THAT WAS PRIMARILY IT.

SO WORKING ON SCHEDULES AND THINGS I'VE NOT HAD TO DEAL WITH, UM, LINE OF DUTY RETIREMENTS,

YOU KNOW, FOR CAUSE OR, OR, UH, AND I NEVER GOT INVOLVED WITH THE ACTUAL RETIREMENTS OF THE INDIVIDUALS, BUT, UH, I WAS THERE WATCHING OVER IT.

THAT WAS THE EXTENT OF MY INVOLVEMENT.

WELL, AND JUST FOR MY OWN EDIFICATION, WHAT IS THE DIFFERENCE BETWEEN DEFINED BENEFITS AND DEFINED, UH, CONTRIBUTIONS? WHAT DID IT TAKE IN OTHER WORDS, TO CHANGE? OKAY, UH, INTERESTING.

IT WAS IN FLORIDA AND FLORIDA HAS, HAS, THEY HAD A, A STATE FUNDED SYSTEM THAT WAS BASED ON A SURCHARGE ON FIRE INSURANCE FOR FIREFIGHTERS.

AND THROUGH THAT PROGRAM THEY HAD A RETIREMENT SYSTEM, BUT IT EXCLUDED INDEPENDENT FIRE DISTRICTS WHEN WE, WHEN WE FORMED.

SO WE, WE COULDN'T TAKE PART IN THAT DEFINED BENEFITS PROGRAM BECAUSE OF THE FINED BENEFITS PROGRAM TO THE LAW TELLS YOU WHAT YOU'RE ALLOWED TO RECEIVE.

FOR EXAMPLE, OUR GUYS GOT PAID, THEY GOT MEDICAL INSURANCE, THEY GOT OTHER BENEFITS THAT WENT WITH THAT, AND THEY WERE DEFINED BY LAW.

UH, PRIOR TO THAT WE WERE IN A DEFINED CONTRIBUTION THAT WAS BASICALLY A CHAPTER 4 57 PLAN, UH, UNDER THE IRS CODE, WHERE A PERCENT WAS, WAS CONTRIBUTED TOWARDS YOUR TAKING INSTEAD OF, WE TOLD YOU WHAT WE WERE GONNA PAY IN, IN ADVANCE AND THEN YOU GOT WHAT YOU GOT INSTEAD OF THIS IS HOW MUCH YOU'RE GONNA GET THE BOTTOM LINE.

WE'VE MADE RECOMMENDATION AS WELL THAT, YOU KNOW, THE COUNCIL WAS VERY GOOD IN FUNDING OUR SYSTEM, BUT WE HAVE TO UNDERSTAND HOW THE SYSTEM IS FUNDED AND WHERE WE ARE IN A GAP.

CUZ AS YOU PROBABLY WHERE MOST RETIREMENT BOARDS HAVE A GAP SOMEWHERE IN THEIR FACULTY STREAM.

UM, SO, AND SEDONA IS BETTER OFF THAN MANY OTHER MUNICIPALITIES, BUT THERE STILL IS A GAP THERE.

SO UNDERSTANDING THE ACTUARIALS IS, UM, IS IMPORTANT PART.

WE NOW, WE HAVE A FINANCE DIRECTOR WHO TAKE US THROUGH IT VERY WELL.

I MEAN, THE PRESENTATIONS ARE SO WELL DONE THAT IT BECOMES EASY TO FIGURE IT OUT AND GO ALONG.

SO IT'S SORT OF ON THE JOB TRAINING.

I I MUST RESCIND MY PREVIOUS ANSWER.

AND WHAT DO WE HAVE TO DO IN THE COMPARISON OF INTAKE AND OUTPUT AND, AND MAKING SURE IT'S FUNDED AND SO ON AND SO FORTH.

AND SO IN THAT REGARD, I, I'M AT LEAST FAMILIAR WITH IT AND I, I HAVE REVIEWED IT.

UM, I'M, I'M THINKING OF LIFE EXPECTANCY AND THINGS LIKE THAT, ACTUARIAL REPORTS RATHER THAN, UH, THE, THE FISCAL PART OF IT IN THE CONSIDERATION OF A BOARD, WHICH I THINK WOULD BE STILL PART OF IT.

BUT, UH, YES, IT'S, IT'S, IT'S, IT'S THE WORK THAT THE BOARD DOES IS SOME OF IT IS VERY MAKING SURE THAT THE BOXES GET CHECKED IN ORDER TO ADMIT SOMEBODY INTO THE SYSTEM.

AND THEN IT'S MAKING SURE THAT THE BOXES ARE CHECKED TO, YOU KNOW, AWARD SOMEBODY OUT OF THE SYSTEM.

BUT THEN THERE ARE THINGS THAT, THAT DO.

THE REVIEW OF THE FINANCIALS SYSTEM IS ONE AND THE OTHER IS WHEN WE LOOK AT A RULES AND PROCEDURE.

AND, UM, AND THEN THE THIRD, WHICH IS IF SOMEBODY HAS A DISABILITY CLAIM, WHICH IS, UM, I'LL HAVE SOME FOLLOW UP QUESTIONS WHEN WE GET FURTHER

UM, THE, THE CHAIR IS APPOINTED BY THE MAYOR TO ACTUALLY FACILITATE THE MEETINGS.

UM, AND THE TWO MEMBERS OF THE PUBLIC ARE THERE.

THEY'RE APPOINTED BY THE COUNCIL EXACTLY TO DO THAT THEY'RE REPRESENTATIVE OF, OF THE PUBLIC.

UM, IT'S SOMETIMES HARD TO DISTINGUISH THOSE ROLES, YOU KNOW, WHEN YOU ARE REVIEWING SOMEBODY'S CASE, A REQUEST FOR A DISABILITY OR SOMETHING, POLICE REPRESENTATIVES, THESE ARE COLLEAGUES, THEY'RE UNDERSTANDING OF THE SITUATION.

BUT THE ROLE OF THE PUBLIC MEMBERS IS TO MAYBE NOT HAVE THAT PERSPECTIVE, TO BRING IN THE PERSPECTIVE OF WE'RE PROTECTING THE PUBLIC DOLLARS AND WE NEED TO BE LOOKING AT, AT PROTECTING THAT INTEREST IN OUR REVIEW OF THIS, NOT TO MAKE SURE THAT EVERYBODY'S TREATED FAIRLY.

I MEAN, THAT'S THE WHOLE PURPOSE, BUT THE ROLES ARE A LITTLE DIFFERENT IN TERMS OF THE BODY THAT APPOINTS YOU.
