TODAY, THE SUSTAINABILITY TEAM IS GONNA GIVE YOU ALL SOME CRITICAL UPDATES, INCLUDING SOME BACKGROUND INFORMATION ON HOW WE'VE GOTTEN TO THIS POINT, SOME COST BENEFIT ANALYSIS OF OUR CIP PROJECTS AS IT RELATES TO OUR MUNICIPAL GREENHOUSE GAS REDUCTION GOALS.
A LOOK BACK AT GREENHOUSE GAS EMISSION INVENTORIES, AN OVERVIEW OF PUBLIC EV CHARGING STATIONS IN SEDONA, LIKE YOU ASKED FOR A CHECK-IN ON THE ACTION ITEMS IN THE CLIMATE ACTION PLAN.
AND THEN LAST, A QUESTION THAT WE'RE POSING TO CITY COUNCIL.

UH, SO WHAT WE'RE GONNA COVER IS WE'RE GONNA START OFF WITH JUST KIND OF WHY SEDONA IS TAKING CLIMATE ACTION KIND OF REVIEW OF THE ENVIRONMENTAL CHANGES THAT ARE OCCURRING NOW, UH, WITH, UH, SOME CONTINUED COMMUNITY FEEDBACK THAT WE, UH, ROUTINELY TRY TO, UH, ACQUIRE THROUGHOUT OUR PROGRAMMING EFFORTS.
UH, AND THEN WE'LL GO THROUGH, UH, THOSE ADDITIONAL ACTION ITEMS, UM, AGENDA ITEMS THAT LAUREN HAD MENTIONED.

UH, THESE ARE, IT'S TRACKING CO2 EMISSIONS, UH, OVER TIME.
UH, WHERE WE ARE AT TODAY IS IN THIS SECTION RIGHT HERE IN THIS, UH, RED BAR.
UH, HISTORICALLY, UH, HUMAN SOCIETY HAS LIVED WITHIN A RANGE, UH, THAT HAS BEEN ANYWHERE FROM ABOUT 180 PARTS PER MILLION TO ABOUT 280, UH, PARTS PER MILLION OR SO.
IT'S BEEN A VERY, UH, STABLE, UH, SYSTEM.
FLUCTUATIONS OCCUR OVER TIME, UH, WITHIN THAT ORBITAL CYCLES, SUN VARIATIONS AND SO ON.
UH, BUT MORE RECENTLY, UH, HUMAN ACTIVITY HAS DRASTICALLY INCREASED, UH, CO2 EMISSIONS AND GREENHOUSE GAS EMISSIONS, AND PUSHED US INTO A, UH, PERIOD OF TIME THAT WE HAVE NOT SEEN WITHIN, UH, HISTORICAL DATA, UH, SINCE ABOUT THREE OR 4 MILLION YEARS AGO, WHERE WE'RE AT TODAY, UH, WITH OUR, UH, MONO LOA SITE OUT IN, UH, HAWAII, UH, HAD IN JANUARY OF THAT 428 PARTS PER MILLION.
SO MAYBE THINKING YOURSELF, WHAT DOES THIS MEAN? UH, WELL, QUITE FRANKLY, IT JUST MEANS THAT OUR CLIMATE, UH, IS CHANGING AT, THERE ARE UNEQUIVOCAL CHANGES, UH, THAT ARE HAPPENING IN OUR GLOBAL TEMPERATURES.
THERE ARE UNEQUIVOCAL CHANGES THAT ARE OCCURRING, UH, WITHIN OUR, UH, EVERY, EVERY ATMOSPHERE WE HAVE, WHETHER

OR NOT IT'S A CRYOSPHERE BIOSPHERE, UH, ATMOSPHERE, UH, OCEANIC SPHERES AND THE LIKE.UH, THERE ARE CHANGES THAT ARE OCCURRING DUE TO THESE CHANGES IN, IN GREENHOUSE GAS EMISSIONS, BUT IT'S A GLOBAL PROBLEM THAT ULTIMATELY COMES BACK TO US HERE IN SEDONA.
JUST WHAT THIS LOOKS LIKE, UH, FOR US HERE, UH, WE FELT THIS, UH, GRAPH IS STRONG REPRESENTATION OF WHAT IT KIND OF LOOKS LIKE, UH, GOING FORWARD, UH, UNDER DIFFERENT, UH, CLIMATE SCENARIOS AND DIFFERENT EMISSIONS SCENARIOS.
UH, THIS GRAPH IS FROM THE VERDE VALLEY CLIMATE PROFILE THAT IS THE BACKBONE OF, UH, THE, UM, REGIONAL JUSTIFICATION FOR WHY, UH, SEDONA CREATED THE CLIMATE ACTION PLAN AND SO ON.
ESSENTIALLY, UH, THIS TOOK, TOOK HISTORICAL DATA, UH, AND THEN HAD TWO DIFFERENT, UH, EMISSIONS PATHWAYS THAT WERE, WERE, UM, PROJECTED IN THIS MODEL.
THE ORANGE SECTION IS, UH, KNOWN AS, UH, REPRESENTATIVE CONCENTRATION PATHWAY, 4.5.
UH, THE 4.5 IS WATTS PER METER SQUARES.
A LOT OF FUN THINGS THAT GO INTO IT, BUT WHOOPS, WENT TOO FAR THERE.
UH, BUT ESSENTIALLY THE RCP 4.5 IS AN EMISSION SCENARIO WHERE, UH, CLIMATE ACTION IS TAKEN TO REDUCE OUR OVERALL EMISSIONS, UH, TO ADAPT OUR SOCIETIES TO A, UH, FUNDAMENTAL CHANGE WITHIN HOW WE GENERATE EMISSIONS, HOW WE USE, UH, EN ENERGY, HOW WE TRANSPORT ACROSS THE GLOBE AND THE LIKE, AND KIND OF GIVES US A MID-RANGE SCENARIO.
THE RED, UH, BAR SECTION IS ESSENTIALLY, WE DO BUSINESS AS USUAL.
WE HAVEN'T MADE A LOT OF CHANGES, UH, AND THE EMISSIONS PROFILES CONTINUE TO GO UP, WHAT THAT LOOKS LIKE FOR US HERE IN THE VERDE VALLEY.
UH, SO FOR DAYS ABOVE 95, THE, UH, AVERAGE IN THIS CHART FROM 1961 TO 1990 AS STATED, IS ABOUT 25 DAYS.
UH, AND, UH, IT'LL PEAK IN VALLEY A LITTLE BIT, BUT THE OVERALL TREND IS GOING UP.
UH, WE'RE ANTICIPATING THAT TO CONTINUE TO OCCUR.
UH, AND THIS LEADS TO, UH, CHANGES BOTH WITHIN THE, UH, RISK FACTORS THAT ARE ASSOCIATED WITH, UM, THE COMMUNITY MEMBERS, UH, AS WELL AS JUST THE, THE OVERALL BIODIVERSITY WITHIN THE AREA, WHICH, UH, AS COUNCIL MAY REMEMBER FROM, UH, THE DECEMBER PRESENTATION WITH NAU, UH, THE VULNERABILITY RISK ASSESSMENT THAT'S KIND OF ASSOCIATED WITH THESE CHANGING CLIMATES.

UM, SO IN THE MIDDLE OF, UH, SOME OF THE HOTTEST WEEKS OF 2024, UH, THEIR SENSOR WENT DOWN FOR TWO WEEKS.
UM, SO IN 2024, THE DATA THAT WE DID COLLECT, UH, SHOWED 71 DAYS ABOVE, OR AT OR ABOVE 95 DEGREES.
UM, BUT TWO WEEKS PRIOR AND TWO WEEKS AFTER, UM, THOSE MISSING TWO WEEKS WERE ALL IN THE 90 FIVES OR ABOVE.
SO IS THAT INCLUDED IN THE 71 DAYS? NO, THAT'S WHAT I THOUGHT.
'CAUSE THE DATA WAS MISSING, SO IT'S WORSE, BUT MOST LIKELY.
SO WITHIN THAT, UH, THOSE CHANGES IN, IN, UH, OVERALL TEMPERATURES IN THE, LIKE, UH, START TO MAKE CHANGES, UH, ACROSS OUR, OUR ATMOSPHERE FROM, UM, MORE DROUGHT LIKE CONDITIONS TO, UH, THE FREQUENCY OF WHEN WE DO GET PRECIPITATION, AND IT IS IN A HIGHER, UH, ENERGY, HIGHER AMOUNT EVENT, UH, THAT CAN CAUSE, UH, CON ADDITIONAL FLOODING AND DROUGHT OR, UH, FLOODING AND RUNOFF CONDITIONS.
AND SO THEN IT'S THEN BOOKENDED BY THESE PERIODS OR LONG PERIODS OF DROUGHT, LIKE, UH, CONDITIONS THAT WE SEE.
UH, MOST OF THE MODELING DOESN'T SHOW DRASTIC CHANGES IN THE OVERALL AMOUNT OF PRECIPITATION, JUST KIND OF CHANGING HOW THE PRECIPITATION COMES TO US.
SO, UH, LESS SNOWFALL, MORE RAIN EVENTS.
UH, AND THAT WILL INCREASE RUNOFF, UM, INTO THE, UH, VERDE, UH, VERDE VALLEY, UH, WATER OAK CREEK WATERSHED, SORRY, THAN VERDE VALLEY OR VERDE RIVER WATERSHED, UH, AS WELL.
UH, BUT THEN WITHIN THE COMPONENTS OF JUST HOW THAT, UH, OVERALL SYSTEM CHANGES, UM, IT CHANGES FOR US HERE IN THE VERDE VALLEY AS WELL AS THE FOLKS UP IN FLAGSTAFF AND THE LIKE.
I MAY HAVE ALL SEEN THE REPORTS THAT HAVE COME OUT OF THE COLORADO RIVER ROUTINELY BEING, UH, VERY LOW, UH, OVERALL IMPACTS THAT'S PROJECTED TO CONTINUE GOING FORWARD.
UH, OVERALL, OUR LANDSCAPE AND ECOSYSTEMS HAVE CHANGES AS WELL.
UH, EVEN THOUGH THE OVERALL PRECIPITATION MIGHT NOT CHANGE.
THE, AS I MENTIONED, WITH THE FREQUENCY AND THE DURATION OF WHEN THAT COMES, THE OVERALL SOIL CONDITION STARTS TO DRY OUT, UH, CAN POTENTIALLY LEAD TO, UH, AGRICULTURAL, UH, LOSSES, AS WELL AS JUST AN INCREASE IN FIRE HAZARDS.
UH, AND THE, LIKE, YOU HAVE A DRIER SOIL DRIER FUELS, UH, WITHIN THE FOREST, AND THEN THROW ON, UH, 71 PLUS DAYS OR SO OF 95 DEGREE WEATHER CAN BE A BIT OF A PROBLEM.
SO, UH, WHY SEDONA HAS TAKING CLIMATE ACTION IS

TO TRY TO ADDRESS OUR PART AND ADAPT OUR COMMUNITY TO ADDRESS THOSE, THOSE CONCERNS.UH, AND AS WELL AS HELPING CONNECT COMMUNITY MEMBERS TO DIFFERENT PROGRAMS AND RESOURCES, UH, THAT CAN HELP, UH, ADAPT TO THOSE CHANGING CONDITIONS, UH, WITHIN THE ENVIRONMENT.
AS WELL AS, UH, THERE'S A NOTION THAT SOMETIMES GET, UH, KIND OF LOST IN THE SHUFFLE OF LIKE, WELL, SINCE WE HAVE A SMALL PORTION OF, UH, EMISSIONS ON A GLOBAL PERSPECTIVE, WHY SHOULD WE FOCUS ON MITIGATION? WE SHOULD JUST FOCUS MORE ON ADAPTATION.
THE HIGHER EMISSIONS GO UP, THE LESS THAT WE DO ABOUT EMISSIONS, THE HIGHER OUR ADAPTATION COSTS GO UP.
SO THE MORE MONEY THAT HAS TO GO INTO STORM WATER INFRASTRUCTURES AND WATER, UH, SUPPLIES AND THE LIKE GOES UP, THE MORE THAT, UH, WE DON'T CURTAIL OUR EMISSIONS AS A WHOLE.
SO WE HAVE A, A SMALL PART TO PLAY IN IT, BUT WE STILL HAVE A PART, UH, TO PLAY WITHIN THAT.
UH, AND THERE, ESSENTIALLY THERE IS NO DO NOTHING OPTION.
UH, IT'S EITHER DOUBLE DOWN ON THE SYSTEMS THAT HAVE GOT US TO THIS POSITION OR START TRYING TO WORK ON, UH, DIFFERENT AVENUES TO BE ABLE TO PUSH THE, THE NEEDLE AND KIND OF TRANSITION, UH, AWAY FROM THE, THE SYSTEMS AND FOSSIL FUEL, UH, DERIVED USES THAT HAVE GOTTEN US TO THIS POINT.
AND AS WELL AS JUST WE HAVE A CHANCE TO LEAD BY EXAMPLE.
UH, WE'RE A RELATIVELY SMALL COMMUNITY, UH, OBVIOUSLY, BUT WE HAVE THIS, UH, A LARGE ROLE TO PLAY WITHIN IT.
UH, THROUGH OUR EFFORTS, WE'VE BEEN ABLE TO CHAT, UH, AND GET FOLKS FROM PRESCOTT VALLEY, UH, TUCSON, PHOENIX AREAS AND WHATNOT TO THINK DIFFERENTLY, HAVE CONVERSATIONS, SEE WHAT WE MIGHT BE ABLE TO PUSH FORWARD.
UH, AND SO SEDONA HAS BEEN ABLE TO LEAD IN THAT AREA.
AND, AND FOR, ESPECIALLY FOR RURAL, SMALL COMMUNITIES, WE'RE ONE OF THE ONLY PEOPLE THAT ARE ONE OF THE ONLY GROUPS THAT ARE DOING THIS.
AND SO BEING ABLE TO PUSH THAT FORWARD AND WORK WITH, UH, CITIES THAT ARE SIGNIFICANTLY LARGER THAN US AND FINDING PATH FORWARD, IT'S A GREAT OPPORTUNITY FOR SEDONA TO CONTINUE TO LEAD BY EXAMPLE IN THIS AREA.
CAN YOU GIVE US AN IDEA OF WHAT, ONE THING THAT YOUR CONVERSATIONS WITH PRESCOTT VALLEY, CHINO, WHATEVER, WHERE THEY, WE HAD THAT INFLUENCE? A MORE SPECIFIC IDEA FOR, UH, MY CONVERSATIONS WITH, UH, THE PRESCOTT AREA REALLY STARTED AROUND, UH, ELECTRIC VEHICLE INFRASTRUCTURE.
UH, THEY WERE TRYING TO REACH OUT, LIKE, WHAT ARE YOU GUYS LOOKING AT FOR THIS? HOW DID YOU CREATE PARTNERSHIPS? HOW DO YOU CITE, UM, LOCATIONS FOR WHERE YOU MIGHT WANNA PUT PUBLICLY FACING CHARGING INFRASTRUCTURE? UH, AND THEY REACHED OUT AFTER THEY HAD SEEN WORK THAT WAS DONE WITH, UH, THE POSSE GROUNDS, DC FAST CHARGERS AND THE LIKE.
AND SO WITHOUT THAT, I DON'T KNOW IF WE EVER WOULD'VE HAD THOSE KIND OF CONVERSATIONS WITH PARTNERSHIP.
UH, AS WELL AS, UH, SO I TOUCHED A LITTLE BIT ON, UH, THE OVER, UH, THE GHG EMISSIONS, UH, TO DATE, UH, AS WELL AS SOME OF THOSE CHANGES THAT WE'RE SEEING, UH, WITHIN, UH, THE CLIMATE SPHERES AND ENVIRONMENTAL SPHERES AS WELL.
BUT, UH, THIS GRAPH, UH, WAS JUST TO KIND OF HIGHLIGHT THE, THE CHANGING, UH, ENVIRONMENTAL CONDITIONS, UM, OVER TIME.
UH, AND SO THIS CHART, UH, LOOKS AT ESSENTIALLY ABOUT 1900 OR SO AS KIND OF LIKE YOUR, THE, THE BASELINE, UH, IN THIS SENSE.
UH, AND JUST TO KIND OF SEE WHETHER OR NOT RESPECTIVE YEARS WERE HOTTER OR WARMER THAN THAT AVERAGE.
UH, THAT TREND, UH, THERE, UH, THE EARLY 19 HUNDREDS DIPPED A LITTLE BIT.
IT STARTED TO WARM UP IN THE 1940S.
UH, BUT THEN WE HAVEN'T REALLY SEEN A ANOTHER DIP AGAIN.
UH, AND SO AS WE CONTINUE TO, UH, FIND, UH, TO SEE WHAT THOSE, THE INCREASED DATA AND SUPPORT FOR IT, UH, GOES INTO THE MODELING EFFORTS, AS WELL AS THE OBSERVATIONAL DATA WE HAVE IS, UH, THE, UH, SCENARIOS THAT WE'RE CURRENTLY TRENDING TOWARDS ARE MORE IN THIS VERY HIGH, HIGH SCENARIO, UH, WHERE GOING FORWARD, UH, EVERYBODY'S GOING TO BE FACING A A COMPLETELY DIFFERENT CLIMATE.
UH, AND THOSE RISKS INCREASE THE MORE WE'RE IN THIS VERY HIGH, HIGH SCENARIO, IF WE ARE ABLE TO REDUCE EMISSIONS, UH, AND ADAPT OUR COMMUNITIES, THEN WE CAN TRACK MORE TO THIS INTERMEDIATE LOW.
BUT RIGHT NOW, AS A GLOBAL HOLE, AS A, AS A NATIONAL HOLE, UH, WE'RE TRENDING MORE INTO THE VERY HIGH, UH, HIGH EMISSION SCENARIOS.
UH, AS WELL AS, AS I MENTIONED, WE'D ROUTINELY, UH, LOOK TO GET COMMUNITY FEEDBACK TO SEE WHAT DIRECTION WE HAVE, ARE WE MEETING THE GOALS, ARE WE NOT? UH, AND SO THIS, UH, THIS PIE CHART HERE IS ESSENTIALLY FROM THE RECENT NAU EFFORTS, UH, THAT WERE PRESENTED TO COUNCIL IN DECEMBER, UH, THAT THEY, UH, DID A, UM, A DIGITAL, UH, FLYER, UM, AND SURVEY, UH, THAT WENT OUT AS WELL AS THEY DID A TABLING EVENT AT OUR FESTA FALL EVENT.
UH, AND THEY ASKED THE JUST, UH, COMMUNITY MEMBERS AND THE LIKE, OF JUST, WOULD YOU SUPPORT, UH, IMPLEMENTATION OF CITYWIDE ACTION EFFORTS? UH, LARGELY, VERY LIKELY IS 64%, UH, 20% WERE, DEPENDS ON THE ACTIONS AND SO ON.
UH, I WON'T READ THROUGH THE QUOTES FOR YOU THERE, UH, BUT THE, ESSENTIALLY THAT THE, THEY WANNA SEE THE CITY TAKE, UH, TAKE AN INITIATIVE HERE AND TRY TO ADDRESS THESE CONCERNS.
UM, AND SO THAT'S PART OF OUR GOAL IS TO CONTINUE TO GATHER THAT FEEDBACK IN OUR, IN OUR PROGRAMMING AND EVENTS TO SEE WHETHER OR NOT WE'RE, WE'RE MEETING THE MARK, UH, FOR THE COMMUNITY.

BUT I FEEL LIKE, UM, ALTHOUGH I HAVE THE VISION OF MAYBE THE CITY GOVERNMENT BEING A BARGE, THE BARGE HAS REALLY KIND OF SHIFTED, UM, NOT LIKE A SPEEDBOAT, BUT IN A WAY TO EMBRACE THIS PHILOSOPHY AND TO BE TAKING ON THE MANTLE OF RESPONSIBILITY THAT WE ALL NEED TO TAKE.
THE MORE I READ, THE MORE I SEE THAT GOVERNMENTS REALLY DO NEED TO STEP UP AND ENCOURAGE BUSINESSES ALSO TO STEP UP, TO DO THESE ESSENTIAL EFFORTS TO HELP US REDUCE OUR CARBON FOOTPRINT AND TO KEEP OUR, KEEP OUR GRAPH FROM SPIKING AS HIGH AS IT'S SPIKING.
